Change drop rate, tired of bailing on groups

Would you kindly change the drop rate of the shield off the second boss of halls of reflection normal? without exaggeration i have ran that instance 20+ times and have yet to see a shield drop even thou it as listed at 19%. you are really only hurting the other players by doing this as i along with most tanks will just do the first two bosses and bail on the group when the shield does not drop.

This is a an absurd drop rate to upgrade a 200 lvl to 219. what were you thinking?

I only run this instance occasionally now as i have all but abandoned trying to get it, i will just wait the weeklys out for the toc shield which seems much easier to get. lame.
